Concessions to owners and trainers of
horses racing during Hyderabad Winter Races 2016-17.
The Stewards of the Hyderabad Race Club
have resolved that the following subsidies will be made available in respect of
horses racing during the Hyderabad Winter Races 2016-17.
1. Horses which are based at
Hyderabad under the charge of `A' Licensed Trainers as on 1st October, 2016 and do not leave station
before the conclusion of the Hyderabad Winter Races 2016-17, except with the
prior permission of the Stewards shall be eligible for the following subsidies.
a. Fodder subsidy at the rate of Rs.750
per horse will be paid to the trainer for the Hyderabad Winter Racing season
provided the horse runs atleast three times during the season. Fodder subsidy
at the rate of Rs.750 per horse for each season i.e., Hyderabad Monsoon Races
and Hyderabad Winter Races will be paid to a Trainer provided the horse runs
atleast six times during the Hyderabad Monsoon Races 2016 and Hyderabad Winter
Races 2016 - 17 both inclusive, provided also that the horse has been in
station with an `A' Licenced trainer from the commencement of the Hyderabad
Monsoon Races 2016. In case of 2/3 year
old horses based at Hyderabad Race Club under the charge of an `A' Licenced
trainer the above condition requiring them to run to be eligible for fodder
subsidy does not apply.
b. 33% of the cost of Oats not exceeding
three bags (50 Kgs. each) per horse per month supplied by the A.P. Race Horse
Owners' Association for consumption by horses will be borne by the Hyderabad
Race Club as subsidy for horses permanently based at Hyderabad Race Club under
the charge of ‘ A ‘ licenced Trainers under the HRC Rules of Racing during the

who participate in the Hyderabad Winter Races 2016-17. This clause does not
apply to those 7 year olds which are permitted to race by the Stewards.
2. "A" Licensed Trainers
and Jockeys participating in the Hyderabad Winter Races
2016-17 will be paid Rs.2,000 and Rs.1,200 per month respectively if
accommodation is not provided for them in the Race Club premises.
3. Horses, 7 year olds and upward are not
permitted to race under the HRC Rules of Racing and will not be provided
stabling facilities at the Hyderabad Race Club unless otherwise permitted by
the Stewards of the Club.
The above will not apply to horses
participating in races specified in clause (b) of stabling.
4. No course fee will be charged. Stable rent as applicable from time to time
will be levied.
5. Horses arriving from out station to
participate in any particular race/s will not be eligible for any subsidy.
a. No Trainer will be allotted more than 60 stables. The allotment of
stables will be at the sole discretion of the Stewards and their decision will

than five winners to their credit or the horses under their charge do not earn
minimum stakes of Rs.7.5 Lakhs from 1st, 2nd or 3rd
placing only in the current racing season 2016-17 shall not be considered for
grant of license for the following racing season.
7. Horse/s 3
years old and upward upto December 31st and 4 years old and upward
from January 1st which fail to earn any stakes and such horse/s
which have earned stakes from 5th & 6th placing only
under the HRC Rules of Racing during the season 2016-17 will not be eligible
for any Oats/Fodder subsidy.

8. The Stewards reserve to themselves the
right to add, amend, vary or rescind any of the terms to the prospectus
conditions at any time even during their validity.
9. The interpretation of any of the
prospectus conditions will rest solely with the Stewards of the Hyderabad Race
Club and their decision will be final and binding.

stakes/incentives earned by them have been declared in their income tax
returns. This amount will be credited back to those owners account who submit
the proof of filing of Income Tax Returns to the Hyderabad Race Club in the
format acceptable to the Income Tax Department for the financial year 2008-2009

their Income Tax Returns to the IT Department.
the horse owners who have earned stake money (including incentives) during the
financial year 2015-2016 should submit proof of having declared such income in
their tax returns. The proof should be in form 26A as certified by a Chartered
Accountant or true copies of the returns filed by the owners.

Special attention is invited to General
Conditions 1, 2 & 3.
Owners, Trainers and Authorized Agents
are advised to keep sufficient funds in their accounts with the Club to cover
every liability during the progress of the Meeting.
Due to paucity of stable accommodation,
Owners/Trainers of horses other than those which are permanently stationed in
Hyderabad as on 1st October, 2016 wishing to participate in any specific race
will not be provided with stables at the Race Course, Malakpet, unless prior
permission in writing has been obtained from the Chief Operating
Officer/Secretary, Hyderabad Race Club.
The conditions applicable to out-station
horses are as under:
a) Number of stables for out-station
horses are 12 and they will be earmarked separately.
b) No Out-Station horse/s (horses which are
not stationed in Hyderabad from the commencement of the Hyderabad Winter Races
under the charge of 'A' Licensed Trainer) will be permitted to race in any race
under the H.R.C. Rules of Racing during the Winter Races other than the
following Sweepstakes Races:
1. The Golconda Derby Stakes ( Grade I )
2. The Golconda 1000 Guineas ( Grade II )
3. The Golconda 2000 Guineas ( Grade II )
4. The Golconda Oaks ( Grade II )
5. The Darley Arabian Million ( Grade III
6. The Byerly Turk Million (Grade III)
7. The Godolphin Barb Million ( Grade III
8. The Alcock Arabian Million ( Grade III
9. The Kakatiya Million ( Grade III )
10. The Qutab Shahi Million
11. The Mayor’s Million
12. Juvenile Million
13. Golconda Million
14. The Deccan Juvenile Million
15. The Hyderabad Juvenile Million
16. The Youngsters Million
17. The Bhagyanagar Novice Handicap
18. Race/s earmarked where outstation
horses are permitted to run.
c). The owners of outstation horses will have to pay
the arrival charges of Rs.12,000 per horse (one time) for the Hyderabad Winter
Races 2016-17. This amount will be debited to the respective horse/s owners’
Out-station horses participating in any race/s at Hyderabad Race Club
must be in station a day prior to the acceptances for that scheduled race/s.”
Applications for allotment of stables
should be made to the Chief Operating Officer/Secretary atleast a week prior
through email with copy to Handicapper.
No fodder will be supplied unless payment
All complaints should be made to the
Chief Operating Officer/Secretary in writing.
ENTRY FEES AND FORFEITS:
No Entry fee/ forfeits will be charged except for
the sweepstakes races. However, a service charge @ 1% plus applicable service
tax of the advertised stakes to the winner (Owner, Trainer and Jockey) for
races other than sweepstakes races will be charged in respect of entries made and
scratched at the time of acceptance for a race/s.
entering the Hyderabad Race Club premises should necessarily carry a
valid E.I.A. negative certificate. The validity of the certificate is
120 days. Further, such horse/s should also carry a health certificate issued
by the Veterinary Officer of the respective Turf Authority indicating that the
horse/s neither suffered from nor shown any clinical signs of E.I.A., A.H.S.,
E.I. and Glanders.
ALLOTMENT OF QUOTAS FOR 2 YEAR OLDS AND OWNERSHIP:
if allotted quota shall be the sole owner of the horse/s which they have
purchased/bred and intent to race at HRC.
Under no circumstances partnership will be allowed in such horses for
which quota is allotted and is not transferable till the horse retires from
racing at HRC. However, transfer will be permitted within the immediate family
b. Trainers if allotted a quota should own
half share in his allotted quota and he is not allowed to transfer until such
time the horse completes the age of 3 years.
c. Trainers are not permitted to join
partnership with any owners (Owner/s allotted ouota)
whose names have been posted on UPF Ban list last year (i.e., during
Monsoon/Winter Season 2015-16) and also this year (i.e., during Monsoon/Winter
Season 2016-17 up to date) will not be considered for allotment of 2 year old
quota. However, UPF Ban during summer
(Off Season) will not be taken into consideration.
e. No Owner (any type of ownership) will be
allotted two year old quota/s unless he/she submits proof of filing their
Income Tax Returns in the format acceptable to the Income tax Department for
the financial years 2008-9 to 2012-13 showing stakes/ incentives earned by them
have been declared in their income tax returns. This will apply to such owners
whose ownership falls during the above said period. Also no partnership will be
permitted if the intended partner in a horse has not filed his/her Income Tax Returns in the format acceptable
to the Income Tax Department for the financial years 2008-9 to 2012-13 showing
stakes/ incentives earned in their IT returns.
NO quota will be
allotted to those owners/companies/racing syndicates who do not have PAN
year olds which arrive after allotment of quotas will be examined by the Sr.
Veterinary Officer and if found unsound the owner/s will be informed of the
same and the Race Club will keep a record of such horse/s. These two year olds will be examined again
by the Sr.Veterinary Officer after the horses settled down i.e., 15 days from
the date of their arrival and the decision of the Sr.Veterinary Officer on
soundness/poor conformation will be kept on record with the Club.
g. The two year old horses, which have
been certified unsound or substandard (very poor conformation) by the
Sr.Veterinary Officer, Hyderabad Race Club will be kept under observation for
two seasons namely Hyderabad Winter Races 2017-18, Hyderabad Monsoon Races 2018
and up to 31-12-2018 and if they do not race or if they show Chronic
lameness/other problems related to very poor conformation, all subsidies
(oats/fodder) given will be recovered by debiting the respective race horse
owner/s racing accounts and the concerned owner/s has/have to remove
the said horse from the premises of the Hyderabad Race Club. Further all two year old horses
shall arrive into station with the certificate issued by any serving veterinary
officer of Turf Authorities of India/Panel Veterinarian mentioning that the two
year old horse/s is/are sound and does not have conformation defects which may
affect their racing career, failing which the two year old horse/s will not be
permitted into the premises of Hyderabad Race Club.
h. 2/3 year olds
(foaled 2015) which do not race atleast twice during the Hyderabad Winter Races
2017-18 and Hyderabad Monsoon Races 2018 will not eligible for Oats/ Fodder
